I would suggest you to refresh the computer and check if it fixes the issue. Refreshing your PC reinstalls Windows and keeps your personal files, settings, and the apps that came with your PC and apps that you installed from Windows Store.

I have tried everything listed below. I dont want to have to reset the machine to factory default. Something has got to be screwed up, and ifs its not the items listed below, then what is it? Removed netflix, tried to re-install, same behavior - stuck in the pending zombie LAND and frustrated too!
Reset Store cache and check. My windows 10 store is having some issues but where i at first thought that the whole store was having issues i found out that it is just the update mechanism and as far as i know the netflix app which are having them.

Thanks for your feedback. This problem can be solved easily for the time beign by just downloading an app that installs those two DLLs. We had the same problem with Netflix on of our own virtual machines. Thank you for the advice I live in The Netherlands and have just purchased an Archos 80 Cesium tablet running Windows 8. I got this error when trying to install Netflix.
Like other apps on your device, the Play Store app also stores its configurations and settings in temporary files on your device. Sometimes, these files could be the reason why you have issues in the Store. If the Play Store download pending issue has come up only after a recent Play Store update, the update might be the culprit here. When you install an app that can open certain file types, your device allows you to set it as the default app for that specific file format.
